Proof ASEs - How likely is an upgrade?

Edited to add:

I used to order 15 ea. every year until 1994. Over the years, I sold them off except for the very best, which boiled down to (3) 1993s, and (3) 1994s - all of which I thought were snow-white and flawless.

In 2006, I submitted them and received a PR-70 and (5) PR-69s. How likely is an upgrade upon submission at PCGS under those circumstances? I haven't done a re-inspection yet, but these were the best of my best.
