Is this too "cloak and dagger"...
Does anyone else think that whole “you must submit unopened 20th silver eagle sets only in order to receive 20th anniversary designation” thing was an organized ploy by the mint and grading companies (in cahoots) to get people to keep their boxes closed only to be opened by the grading companies in order to accomplish two things:
1) The mint gets fewer returns of milk spotted coins because you can’t go through the box yourself - all sets must be graded.
2) The grading companies get to grade 10 out of 10 sets instead of only grading cherry picked sets = more profit for them.
I just can’t see how the reasoning that they must be unopened in order to get the 20th anniversary designation stands up just because you can buy the unc and proof eagles separately. You can’t submit them separately you must submit them in sets of three, so if there are 250,000 reverse proofs only 250,000 unc and regular proofs will get the 20th anniversary designation. The rest don’t. So even if they made 1000,000 regular proofs (and 250k in the sets), no matter how you submit them there will always be 1000,000 that don’t get the 20th anniversary designation.
Am I making any sense or is this too far in left field?

Edit: It is all just marketing and a way for PCGS to make more money.
