For the life of me, I can't figure out how the post office can punch a hole in the package like that.
Fortunately, my buyer is a peach. I wish all eBay bidders were as cooperative and understanding as this guy.

On damaged stuff, the recipient has to initiate the process on his end because it has to be taken to the local post office for inspection. He hasn't decided yet whether to file a claim or send it to PCGS for reholder. I Expressed Mailed the necessary documentation to him in case he decides on the former. I also told him if he decides on reholder, I'll pick up the tab.

Other than the cost of re-holdering, there probably is not much else you could claim for damages (other than pain and suffering). P.O. insurance claims are a PITA, at least they have been for me in the past.

I once dropped an identically packed parcel from a 60 ft. tower (onto concrete) to show UPS that they could inflict more damage to the package than a 60 ft. drop.
I'm glad the coin was ok.

It's more than 3/4" thick. The Safetmailer puts these over the top.

From my experience, a safTmailer in a buble mailer is not enough to meet the 3/4" minimum. I like to wrap the saftmailer in bublewrap before putting it inside the mailer.

I'd suggest you measure it at it's thickest point, (which is the post office criteria), because if you're shipping a slab inside a safetmailer inside a bubble envelope, you're wrong. I've shipped thousands of these.

No, it didn't. And, even if it did it wouldn't matter. It was manually processed as a first class parcel.

I worked in mailroom in college they used postal equipment. So I've seeen this before. It happens when the sorter gets a package that is not aligned. The wheels can rip through flesh so sucking and crushing this package is not a problem.
It should have never gone through the machine in the first place. Rookie mistake in the post office.

Because certified is traceable and a good deal cheaper than express mail. Was speed really of that much essence here? Especially since he didn't even know if he wanted the documents.

Express Mail is also traceable, and I don't care about the costs.

Yes it is. If I were in his shoes, I would want the documents as quickly as possible.

He did want the documents. He simply hadn't decided as of today which direction to go. But, it he decides tomorrow that he wants to file a claim, he'll have them in-hand and ready.

I feel your pain. At least the coin is not damaged.
I had a slab in a #10 envelope and the cardboard packing come completely destroyed. They ran that one through the machine. I sure was disappointed.
I am glad that your buyer is being nice about the whole thing.

I have shipped the same way and the PO people have had a hard time deciding if it was parcel. They drop it through a slot in cardboard and becuase it just barely go hung up they went parcel but it was pretty close to skipping the parcel designation. Regardless, they didnt need to run it over with a postal service semi.
Recently, while speaking to a USPS counter person, she stated that the 3/4 inch thick rule no longer applies since the recent increase. She said that delivery confirmation is now obtainable for completely flat envelopes, which in the past was not so. The point (if this is true) is that you can obtain delivery confirmation on a completely flat envelope without any more protection of the contents of the envelope. Cheaper to ship by anyone's standards without the added cost of packing materials.
Boxes are the way to ship along with added protective contents.

I believe that some times folks at the USPS 'accidentally' pop holes in some of the
boxes. I purchased a lot of coins a while back and when I got them, there was a
hole in the side of the box that looked a lot like yours. Fortunately, the coins had
been wrapped in several thick plastic bags, so none were lost.
This would probably the casual thief, but if someone wanted into it, they could
do so with tools.
What do you guys think?

Sounds just like you said, a good buyer to deal with. He realizes it wasn't your fault and is being reasonable. That certainly makes situations like this more tolerable.
