I can't believe it happened to me (Paypal).........

A recent buyer claims that he didn't receive the card in the mail. It has been 10 days since I shipped it. I don't sell cards very often but I needed some quick cash for Vegas so I sold a couple of "hot" players. I returned home today to find a Paypal dispute. What does this mean to me exactly? I realize now that I should have used delivery confirmation? but since I didn't, what is the typical outcome? I still have my postal receipt showing I mailed him a parcel the day after he paid through Paypal. That is the only documentation I have. We both have perfect feedback so I think that it may be "lost" in the mail. It was an $80 card. How do these issues often get resolved? Thanks for your help.

My daughter was diagnosed with type 1 diabetes at the age of 2 (2003). My son was diagnosed with Type 1 when he was 17 on December 31, 2009. If you left a balance in your Paypal account, it's already been seized by Paypal and after their "investigation," they will refund the buyer his money because you won't be able to prove the item you sent was ever delivered.
I hope the card you sold wasn't too expensive.

10-days is not very long. The card may still show up. But, now
that the buyer knows he can burn the seller, there is no real
incentive for the buyer to acknowledge receipt.

anyway on february 17 the card showed up. it was addressed properly just a 1 in a 1000 mistake by the USPS. i sent the guy a note that the card came and sent him the money.
The ONLY defense to an INR dispute/claim is the showing of a
USPS Delivery Confirmation receipt that indicates, when viewed
online, the item was delivered.
Receipt of the item - not the mailing of the item - determines
the PayPal decision.

I've had one paypal dispute as a seller. I too had transferred my PP balance into to my checking acct. just prior to the dispute hitting leaving like $20 in there. When the dispute of $230 did hit it showed up as a negative $210 amount in my PP account. Since I'm a pretty regular seller, as a few more items sold over the next few days, the amount was taken out by paypal or I think it was called placed 'on hold' or something like that until the dispute was settled. You could still accept payments and make payments during the whole dispute process.
I went back and forth with PP on this until they sided with the buyer even though I had proof of delivery. In the end I had to file an appeal and I ended up winning the dispute and had a reversal of the funds back into my account. The whole process took two months.
Also, depending on who you speak with at paypal, you can get a helpful rep. or a piece of $hit rep. If you get a bad cust. service rep. move on and call back again. They're supposed to document the exchange on their note screen. Some do, and some don't.
Good luck and I hope the buyer turns out to be an honest person and tells you when the item arrives. You left yourself open to fraud by mailing it out without required proof of delivery.

This is not true, Paypal usually does not freeze the amount unless it is over 100.00 or the dispute went directly through a CC company. If they did it would not matter if there was a balance or not they would put your account in negative to hold the money. I just had a 40.00 dollar one filed and Paypal has done nothing to the money. When I had one filed after 3 days on a 120.00 item they took 120.00 out of my account even though there was only 15 in there at the time. Any payment I recieved from that point were added to the negative. Luckily the item showed up the next day and buyer dropped the claim.
If you have your postal receipt showing that it was mailed then PayPal should decide in your favor.
I would like to see proof Paypal sided with you on that one. Paypal own rules say the seller has to PROVE DELIVERY to the Sellers confirmed address in order for a seller to prevail.

Not if the buyer is lying and received the item. Paypal wants delivery confirmation. While insurance does confirm delivery, Paypal won't accept that as proof. The USPS won't honor an insurance claim if the buyer received the package.

That won't work now. It has to be sent within 7 days of payment.
It would work too the 7 day rules does not always apply. I recently filed on a seller who after 15 days never shipped the item, he then shipped the wong item with DC. I did not close it because once you file and close the dispute that is the end of it you cannot open a new dispute. He won the case because he had proof I recieved something.
Sad thing is though the Paypal DC thing can be manipulated to help scammers. All the DC proves is something was delivered to that zip code, so what stops a seller from sending something worthless to another address in that zip code with DC?

Not true. I've had someone claim something wasn't received after about 15 or 20 days. They opened a dispute (not a claim) and then I had the opportunity to replace the item or refund the money. I happened to have a dupicate of the item and sent that one out with DC. It arrived, PayPal saw the DC and said thank you very much. Case Closed.
If they can't see proof of delivery by clicking on a link, they don't care. I had a $120 Yaz PSA 7 RC I sold a few years back that I sent insured. WOuld have put DC on it too, but the clerk told me it was a waste of money because they could tell if it had been delivered so I took off the dc slip. Buyer then claims he never got the card. I go to file the insurance claim and am denied, even with the letter from the buyer stating it was never received. USPS was able to see that it had in fact been received and was signed for by the buyer!!! Paypal couldn't have given 2 sh*ts about that. So I got no insurance money (and an awfully suspicious scowl from the USPS) and refunded the buyer $120. Piercer69 was his ebay id. Randall Pierce was his name. I'll never forget that.
