Lincoln proof - registry question

Maybe I missed something here...
Why do all of the lincoln registry sets break at 1958 except the proof sets. The 1950 to date set seems to be the odd ball. I would think the wheat proofs would be all in the same set and the memorials in another.
If the fifties are included why not all of the wheat back cents?
