Has it really happened?

Has anybody ever actually been caught putting coins in a Registry set that they did not own for the purpose of obtaining a highly rated set?

If not, why did everybody get so worked up over a hypothetical situation?

If so, please give details.

    I honestly think it is a great idea about registering coins that you don't own. I've got some PCGS/NGC inserts for some really nice commemorative coins that I'm going to put on eBay just for this purpose. I've still got the coins, but I don't need the inserts.

    I've thought in the past of writing a Perl program to go through
    the PCGS website and find the cert numbers for all the highest
    graded coins in the series I collect.

    It wasn't with any devious intentions in mind. I just thought
    it would be nice to have the numbers all printed out. I could
    use them when I'm at a show and couldn't get to the PCGS website
    to check legitimacy of a coin. I could use them to trace owner-
    ship of coins.

    The idea of leasing cert numbers sounds pathetic.
    But now I'm glad I don't have those numbers. What would start
    out as something innocent could get passed around and used for
    something evil.
