What if I buy USPS insurance via Paypal and my package never makes it to the PO?

What if I buy USPS insurance via Paypal, place the label on my package, drop it in my mailbox, and my package never makes it to the PO? Can I still claim insurance, or does it have to be logged in at the PO first? Packages get lost on a daily basis, so it is very possible that a package could get lost between my house and my local PO. Any ideas? It hasn't happened, but I have been thinking that this may be one of the disadvantages to online postage buying.

Most PayPay-labeled Delivery Cons are not scanned upon acceptance
    by the USPS clerk.

Once the package is in the mailbox, the PP-vended insurance is in play.

File the claim. The USPS will eventually likely talk the carrier. Write down the exact date/time and a very good description with the size of the package you dropped into the box. Ask your customer for a written letter stating they did not receive the item.
