    George Heinrich Weber is listed on this Wikipedia page as a botanist, which seems to be a key theme theme of the medal. The birth-date (1752) matches.

    It appears to be commemorating 50 years since he did something in 1774 - perhaps attaining his doctorate? If 1824 is the date of the medal, he was still alive at the time - he passed away only four years later, in 1828.
