Can you tell me more about this Chinese token?

I showed this brass, 23mm diameter token once before on this forum (4 yrs. ago or so) and someone identified it for me. I wrote the ID on the 2X2 and put it away, not looking at it again until it surfaced today when I was looking through some stuff.

The 2X2 says...Chinese token, Szechuan-Sichuan, 1 wen, Yr. 10-19

Can anyone share anything more about it? What date does Yr. 10-19 translate to? What sort of value does it have? Will PCGS holder these, and if so in what grading tier (World or token)?

Another interesting thing...it seems to be struck on another coin or token...there are design elements of something beneath both sides that do not seem to correspond to any die clashes.

Any help would be appreciated...I'm in the midst of organizing some of my collection before selling some to buy others.

    I doubt PCGS will. Your best bet is probably ICG.
