Worth Sending in to PCGS or not ??

Picked this one up for 75.00...Should I send it in or are the marks on the obverse too much ????

I would say the coin looks like a 63 with the obverse hits (the reverse is very clean). I guess it could end up a 64, as CCs seem to sometimes get a little bump. I would probably send it in if it were me, but it's certainly not necessary, as the 84 CC is a common CC date.
