1990 USC PSA 9(OC) - OC?? Please Help Me Figure This One Out!

Happy PSA Awards Eve Everyone....

I received the following card back from PSA from a recent submission:

I have seen a few of these on eBay, but can only find a picture of a Tom Seaver listed from this set for comparison of current auctions Current Auction

What I need help in understanding is how is this OC? The primary picture (minus the gold shadowing) is centered at better than 45/55 (closer to 47/53). Top to botton, it measures approx 42/58. I have seen other examples of this card and they are all centered like this. It is as if the gold shadowing does is not part of the card and should not be considered in determining centering.

Does anyone have knowledge or graded examples of this card that they could help me out with??? It was a breakout from a BGS 9 with the following subs: Centering 9, Corners 8.5, Edges 9, Surface 9.

Any help will be GREATLY appreciated.

    I'm guessing your grader considered the gold as part of the picture. If your grader disreguarded the gold border, then it is probably OC Top/Bottom.
