Can someone tell me if this is a 3 over 2?
I see some shelf doubling but I think I also see a 3 over 2

Doesn't appear to be. That bump is probably a die chip. The examples I have seen are quite obvious, and I actually cherried one from a BU roll a few years back.

I believe you should be able to see the diagonal stroke of the 2 on a 1943/2 and this is not visible in your images.
