I'd guess adjustment... but that'd merely be a guess.

they're just scratches. It was common practice throughout much of the 18th and 19th centuries to scratch a coin you received to make sure it was not a counterfeit (in which the scratch would reveal the base metal)

those scratches do not look like adjustment marks i have seen before.
