Ebay question, can a NPB leave feedback?

A few weeks ago some bidder submitted some "Best Offers" on two of my auctions. I rejected both offers, then he submitted new ones. I accepted those, and then the guy vanished (no payment, no email). After 2 weeks, I submitted a NPB dispute. The guy never responded, so after 8 days, I got my fees back, Ebay gave out a pair of NPB strikes to this guy, and I left a pair of appropriate negs.

Can this guy leave feedback as well?

    No, they cannot leave FB if they never responded to the NPB alerts.
    The dispute is closed now and they received their strikes. They can
    only respond to your neg. I'm in the middle of doing the same thing.

    As noted above, a NPB can ONLY leave FB if he
    responds to the NPB claim of the seller.

    This is not true.

    NPB CAN leave you a feedback comment that can be read by other people but the actual rating wont count. IT wont show up as negative or positive etc but the message itself will be there.

    EBAY does not consider a "reply comment" as FB. They are correct.

    FB is FB.

    A reply comment is not FB.

    Some think of it as a distinction without a difference; in fact, it is
    very different.
