1969 Bazooka Boxes-need an expert

Why do you think the 69 bazooka boxes are so hard to come by in complete box form ?
Tabs are nearly always missing off the top.
I rarely see boxes from other years 71,68,67,66,65.....missing the top tabs...granted you do see panels and singles, but most of the time the boxes are found complete.
So what happen in the summer of 69 to prompt kids to tear off the top tabs?
There is nothing on the boxes advertising a contest or mail in offer.
