I was going over my notes on this Kizer.hoover character and on Monday he had sent me an email saying that he had made his Paypal payment (totally false, nothing but air in the account), but he left his name and mailing address. This may help anyone else here when this guy bails out of kizer.hoover and returns to ebay with another identity.

No doubt about it. It's just a matter of time. When eBay gets around to looking at it, that neg WILL be removed. And quite possibly, given the magnitude of that one sliming, together with an obvious pattern of bidding just to harass and neg honest sellers, will quite likely get him NARU'd.
Rick, You may want to consider joining eBays C&PM (Coins & Paper Money) forum. There is a lot of good eBay info there (and alot of "fluff"). You can't self promote there (EBays rules) but when you post, there is a "View Listings" at the top of each post. Everyone checks it. Just sign on and ask a legitimate question about coins, listings, etc., or reply to a post.
But then again with your website in your listings, some A Ho** there will probably report it!
If you have the time, "lurk" there for awhile.
Also, I've added you to my favorites list. Nice coins if the reserve isn't too high.

As for having my website on my eBay listings, I am in the process of taking them all off. I really didn't know that it wasn't allowed on eBay. Thanks for adding me to your favorites. I suspect EBAY will NARU the kizer, in less than 24-hours.
His conduct can be easily reported by all.
