Something wasn't right about these random "circles" on reverse, which made me look closer at the rest of the fields. After examining the "scratch" on the obverse I realized something - this is an overstrike! I started to look closer at the obverse and noticed upside-down "O....AV.." (under the eagle's wings). There's also some lettering bleeding-through (look at 4 o'clock on obverse), which looks like "LIBER..." Also, the top "scratch" on obverse seems to contain letters, as well.
Octavo Real sounds like a possibility, although I thought that 1/8 would be smaller in size than a 1/4. Quick search in Krause and I had my host - 1836-1846 Octavo from Zacatecas (KM#339).
Does that sound plausible? Could Potosi Mint use previously-struck Octavos to double their value as Quartillas? That's doubling the value! One might also wonder how many of those were overstruck and how scarce the remained ones are...
