Anti-doping in the Registry Set? Suggestion to PCGS

Dear Guys,
I am shocked with the possibility suggested that somebody is buying (or renting or leasing) registration numbers for upgrade his or her registered set. That is a shame. That is crime against the other collectors' trust.
PCGS to keep the reliability of the system should take an immediate measure for that. My suggestion is that "Top 5" is forced to sign a document where they confirm the ownership of the coins and PCGS would reserve the right of doing the "anti-doping test", or in other words, periodically to request a picture of "x key coins" of each one of "Top 5 Set" appropriated conditioned in the original slab.
