I don't know - hard to tell from the image. It could be an UNC struck on an un-even thickness planchet? Would need to inspect the surfaces closely to tell, in my opinion.

I agree. The coin might be technically uncirculated, but it is difficult to determine that based on these photos.
Argentine provincial coinage of this period is crudely made, on imperfect flans, unevenly struck and typically found with weak centers.
What I see when I look at this coin is a very uneven strike, not wear.

I agree. That could technically be an impaired UNC with surface issues (the verdigris or PVC or whatever the green ick is).
You never can tell with some of the more primitively-struck issues.
At first glance, the claim seems to be howlingly absurd, but on further inspection, it is probably only slightly absurd.
