Coin-related eBay help, please.

Here's the deal:

Item in question sold on April 5th. I shipped it Canada Post Expedited to U.S. on the 9th (the guy didn't pay until the 7th, which was Saturday). I left feedback for him, since that's when I normally do for buyers (since they held up their part of the bargain) and thought nothing else of it. The way tracking works for Expedited is that it only shows as being accepted at the post office, until it's delivered, at which point it's updated. You can see tracking information here. Now, I'm starting to get used to the fact that Canada Post is slow (3-4 weeks for letter-sized parcels), but after almost a month - I got a little worried, especially with the buyer messaging me daily about it. I started an investigation with Canada Post, and after a few days I get this message from the buyer:

I just recieved your package. It looks like it had gone through a shreddar, it was all torn up and the
coin is missing. Looks like the Post Office put a see-through plastic bag around it after the accident.
I got your reciept but no coin. Im sorry for the mess.

So, the guy accepted the package, which updated tracking to "delivered". I have issued the refund the same day he sent me the last message, but I think I am screwed as far as my insurance goes. I came to work this morning to a message from some woman from Canada Post (without a call-back number, or her name, might I add) telling me that she'll be closing my case since the package was delivered...

So....

Am I out $70?

Or is there some kind of eBay/PayPal way I can get the refund?

P.S. The buyer has not left any feedback, as of today...

    Don't let them off that easily. If it was delivered with a "bodybag" around it, they know they were the ones that screwed it up, and therefore you should have some grounds for a claim, particularly if the recipient got some sort of note stating that it was damaged in shipment?

    I shall cross my fingers for you. Having gone 'round and 'round with the USPS over a lost package which was apparently signed for, though by heaven knows whom since the intended recipient claimed he never got it, and having finally given up in disgust and taken a $200+ kick in the groin (at a time when that was much, MUCH more money to me), I can sympathize.

    Don't give up too easily. Chew some people out if necessary and don't take the brushoff from underlings and minions- go as high as you can until somebody listens to you. If in the end they say, so sorry, you're screwed, then so be it, but don't take that verdict from the first nameless schlub to contact you. Rattle their cages a bit first before you accept defeat.

    Thanks, LordM! I've re-activated the investigation (had to jump heads once and ask to speak to the "higher authority"). They promised to send me a request to provide them with proof of sale, after which they will issue a refund.

    Sounds like I might have see that money again in the next few months image
