1960 Lincoln Memorial Cent...Only 1 MS67???

Interestingly, the PCGS pop report lists only one 1960-P Large Date Lincoln Memorial cent in MS67 Red. I would have thought that making a 67Rd for a coin with a mintage of close to 600M would be relatively easy.
Is the 1960-P Large Date a conditional rarity (relatively speaking)? General inferior quality the norm for this year?
I just went through 10 OBW rolls of '60-P's and many were plagued with carbon spots. Only two coins were really nice with a shot at a 66.

I don't think it's a dead giveaway 66RD...but I think it's got a shot if you set it up right. From what I've been hearing lately, PCGS continues to be very tough on early memorials. Here's two very solid 66RD's from the early 60's as a reference point...
You'll have to let us know what it grades if you decide to send it in!
I, too, am surprised there's only one in MS-67. I'd have guessed there would be dozens.

It's hard to tell from the image if there's some spotting or toning on the reverse. It might be a nice ms67, but it also could be overgraded to today's standards. It could be that NO 1960 large date is nice enough to get an ms67 grade today. Out of all my Lincolns 1959-date, the only dates I don't consider my own coin to be on the verge of making ms67, is my 1960 large dt, 1960 sd, 1970-d,1971-s,1974-s. That's it.
