The "rookie card" designation

Why is topps placing this on cards that we know are not the "rookie cards" of players...this is confusing and will help scammers sell cards that are not rookie cards AS rookie cards...any thoughts on why topps is doing this? Is it required? when will it finally truely mean RC?

    It's an MLB thing.

    Players have to be on the major league roster to have a card and can only have the rookie designation in that year. Something to that effect.

    Since it started last year some players have cards already in prospect and draft pick series, etc. Eventually it is supposed to play out as planned with just the one year as the official RC.

    However I think some companies are still testing the rule.
