Does the ANA tacitly condone AT?

In another thread I asked "Should there be an effort to educate the buyers?" MidAtlanticCoins responded with a detailed post that included the following:

Given that the AT issue has been brought to the attention of the ANA with seemingly no action,

(a) do you consider the ANA to tacitly condone AT?
(b) how do you think the ANA's lack of response affects the hobby?
(c) what do you think the ANA's response to AT should be?

    there's no such thing as "at". maybe they're smart enough to realize that

    Given how vocal people are about the AT issue, I'm very surprised by the apparent silence on the stance of the one organization that can possibly make an impact.

    I feel like I'm missing out on some secret because of the silence.
