How do you decide what cards to send in for your renewal submissions?

Hello everyone. Long time lurker occasional contributer.

I have been having a hard time deciding which raw cards I have to submit for grading using my 12 vouchers for renewing my membership. I usually wait for grading specials and decide what cards to submit on them and fill in the gaps with cards just to fill the order (e.g. 25 card minimum, I have 22 definite submissions and 3 throw-ins to complete the order) usually Ted Simmons. However on my Renewals and 12 vouchers, I am always torn over what to submit usually on cards 9-12. This is the case once again. So Far here are the cards I am going to definitely submit:

1. 67' Topps Cards Clubbers
2. 77' Topps Steve Largent
3. 56' Topps Luis Aparicio
4. 60' Leaf Ken Boyer
5 58' Topps Pancho Herrer - Missing the a
6. 50' Stan Musial Royal Desserts
7. 48' Bowman Musial
8. 52' Berk Ross Musial
9. 59' Topps Bob Gibson

10 ?
11?
12?

Possible cards I'm considering submiting include: 77' Topps Mike Webster , 66' Topps Tony Conigliaro, 1966' Topps Ken Boyer 1967' OPC Ken Boyer, 72' Topps Pete Rose IA, 78' Topps John Stallworth, 58' Topps Von McDaniel WL, 79' Topps Earl Campbell & 1 possible crack and submit 52' Berk Ross BVG 6 Musial. The cards I am considering should grade at least PSA 7(my opinion) for the McDaniel and OPC Boyer and 8's and higher on the rest. Not sure about the Berk Ross BVG 6 looks nicer. I am afraid to crack the holder. Obviously the Boyers would be for my personal collection, as would be the other cardinals, the rest I would grade to sell or preferably trade. Any thoughts? How does everyone else decide?

    Why make it so complicated?I just use whatever cards I can that would normally have to be submitted at a higher service level ... Then again, most of the cards I submit are for my personal collection.
