Report all of the auctions under the following:
Listing policy violations -> Circumvention of eBay Fees -> Charges associated with offered payment methods (surcharges) .
He's trying to charge $20 for S&H for items paid via Paypal, $10 otherwise. That will get the auctions pulled quick.

Funny how many of these guys seem to hail from PA, too.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.
