Question about grade qualifiers (OC, etc)

OK, I'm a bit confused how qualifiers are viewed in relation to the overall value of a graded PSA card. From my understanding of the verbiage on their website, I thought that a card graded 9(OC) is essentially a card that would have been a 9 w/NQ, except that it exceeded the centering threshhold for a 9. Based on this, I would assume a straight 9 would be highest valued, then the 9(OC), then an 8, then an 8(OC), etc.
However, the reason I question this is the order that PSA shows these in on their population report pages. 10-9Q-9-8Q-8, etc. This leads me to believe that a 9 (OC) card would be valued somewhere between a 10 and a 9, not a 9 and an 8.
Can someone please explain this to me?
