<< <i> I can understand packs/boxes being "searched" but how does one "search" a sealed case? >>
Ask Gary, some guy bought a 89 Fleer case from him that had NO Griffeys!!
A rack case would be fairly easy to search. Carefully remove staples/tape. Pull all packs with stars on top and/or players on top whose "sequence" leads to a star. Replace with "dud" packs. Reseal (some guys even have factory tape for this to make them really look good).
Oh, I've bought from Higbee's before. No problems, but I didn't buy cards (unopened or otherwise) and shipping was pretty slow.

Yes sequences and resealing can easily be done. Esp with certain packaging that used clear tape. Theres tell-tale signs but you have to know what to look for. Im learning as I go. And boy does it get expensive.
Its crazy everything has a way to be searched. I keyed the term Hot pack (I dont like this but I have buoght two for my boys and the look on their faces when they get a GU or Auto) anyways thees a seller that guarantees 2 serial #d cards in the pack !!!!!!!

Did you call them and tell them the problem. I am quite certain if you did they would have taken care of it.
