One question I have based on the toning of that 1998 coin, is does this mean that some of the monster-toned commems out there could have been 'white' up until the year 2000??? One way or the other, there are some gorgeous examples out there and I'm actually looking for one right now.

PCGS may view net grading this Gobrecht as a "service to the numismatic community" according to their policies printed in their Rare Coin Market Report, page 29, emphasis mine:

I wouldn't be too sure about that. Someone will bear the brunt of this financial loss and I don't think it'll be the buyer at $46K.
