PCGS Pop Report. How does the total number graded go down?

I noticed that for many Seated Dimes, the total graded has gone down from January to April. How do they account for this? Are they tracking resubmissions now?

    Returned inserts. Have seen it numerous times in the coins I track monthly.

    OTOH, I was thrilled to get my April report today and see that my recent 2001 $10. platinum proof boosted the PR70DCAM number from 17 to 18!

    Database reconciliation IMO. This last quarter PCGS upgraded from the old system and when you upgrade from one database to another one in most cases you have to reconcile your numbers. I follow three different series and they were all pretty much affected by the change as well...
