1962 PSA 7 Kilmer with dubious terms again!

sb9sports is at it again! Why can't this guy just sell his stuff without all the strings attached. At least he has a starting bid of $21.99. I hope olivergus2003 knows what he is getting into.

320107369360

These are his new and improved terms:

Return policy details:

Refunds are 100%
ALL (NM and GRADEDitems)*SELLER reserves the right
of Sale in accordance w/eBay

I SELL NEARMINT CARDS/MERCHANDISE .

Can anyone explain what "right of Sale in accordance w/eBay"????

PS - ebay did nothing about my complaint concerning 320102873782. I don't get the card and nothing that I can see has happened to him!

EBAY cannot force sellers to sell.

EBAY can give sellers a "strike." The first "strike"
is usually removed, if the seller politely requests
its removal; NPBs are given the same courtesy.

If you file a non-perfroming seller complaint, EBAY
will look into it. BUT, again, they cannot force him
    to sell you the card.

The seller seems to be calling himself a
"Professional PSA Authenticator" in his listings.
That should constitute some kind of violation,
    but it may not.

He was contacted about the reserve-fee circumvention,
and made the screwy change you cited.
