Question about a non-paying bidder...

I had a guy win a lot of (10) game used cards of HOFers on 4-16. I have tried to contact him for 4 days now and he is just ignoring me. I spoke to another guy he did this to and he stated that the guy didnt pay for his item until after he received a neg. FB. My question is if I neg. him can he neg. me or did ebay change this policy. I read a thread from last year and people were saying that ebay is in the process of changing that policy. So what do you guys think I should do? Leave a neg? File a NPB with ebay? Both? Any thoughts?

    File the NPB now.

    If he has not responded on the 7th day, close the dispute immediately.
    (Your FVFs will be refunded.)

    Non-responders forfeit the right to leave FB.

    If he responds - even if he does NOT pay - he can still leave FB.

    MOST folks pay when EBAY reminds them with the NPB notice.

    Exactly. If he does not respond, feel free to write the nastiest negative you want and he cannot retaliate. Of course, this applies to after the entire process is closed and you've rec'd your FVF credit.

    Sellers who leave nasty NEGs pay for it through
    lost future business from good buyers.

    IF you feel you must leave a NEG, keep it factual
    and professional. Leaving nasty NEGs makes sellers
    look goofey and psychotic; good buyers do not like
    that kind of behavior.

    By him responding, do you mean him contacting ebay about the NPB, or him paying me?
    I will file the NPB now.

    To clarify what i meant, If he did not respond to the NBP or whatever it is called and you gave him a negative he could still respond to the negative but not give you one.

    Glad he paid.

    "Responding," means to address the issue within
    the Dispute Console. If the bad-buyer ignores the
    notice from EBAY and does not respond inside of
    the DC, he loses the right to leave FB. He can leave
    a "reply" under your FB.

    Now that your buyer has paid, he can leave FB.
