Have you tried contacting the United States Secret Service? Part of their function besides dignitary protection includes investigating counterfeit currency and credit card fraud. Credit card fraud is a Federal Crime. I remember a case where a guy was using a stolen credit card at a local gas station and was pumping gas with the stolen credit card. The Federal authorities had him under surveillance and arrested him. With all the terrorism and identity theft going on, I would report the guy to the Secret Service.
