Mint Products: Does the "Slab-to-Leave Raw" Ratio Suggest How Well a Coin Will Perform?

I've been observing mint products such as the Gold Buffalo & 20th Anniversary Eagle Sets grow in popularity and value over the months. These are also the type of products that people seem to send in for grading as soon as they hit the market. Is there a correlation between the frequency of slabbing and the coin's popularity? Do other factors play a significant role (e.g. design and appearance, mintage, sold out status)? Or do the same groups of people send the same volume of mint products to the grading companies year after year?
