    I see what you're referring to, but I think that is just a well-placed nick in the tail of the 9 and not notching. Compare the thickness of that 9 to the other 9 in the date and they look the same, if the tail of the last 9 was really doubled with a notch in that location it should be about 50% thicker than the first 9.
