the first step is understanding the line above.
see how it is a full URL (uniform resource locator)?

notice the name after the last /
sure enough that is a name of a picture on a remote server.

now use that little buttom with a frame when you reply to
someone's post or create a new topic.

insert the full URL into the pop up box that asks for it.
