Looking for help Cleaning up this find

My brother found this coin in Mississippi while helping to clean up after Hurricane Katrina. I usually hang out on the US Coin Board, but I told him I would post it over here for people who would probably know. I believe it is aluminum and I am just wondering how to get off what I believe to be corrosion. Thanks in advance.
