Need Help on a Odd Item

Hello
I am looking to all for some help --- does anyone know what the item is below. I got this over 10 years ago in a wacky 3:00 AM yahoo auction and packed it away for years. It is the size of a standard card but I believe it is a sticker (don't want to peel the back to find out) --- the front is tinfoil-ish and the back blank any help would be great.

These came on mini plagues and were sold in stores. I have a full plaque with that front plate attached to wood plague. I don't know much about how they were distributed though.

I don't know the value but I paid less than $10 for mine about a year ago for the full display.
