Why do the population reports show low and mid grade FB winged liberty dimes?

When I look at the PCGS on-line population reports, they show populations of VG, F and VF 1916-D dimes with the full bands designation? Is this an error that should be corrected?

Yes, it's pretty clear that a VG 1916-D Dime cannot have full bands! I'll add it to our to-do list.
