Regrade question

When a PCGS certified coin is sent in for regrade, does the grader know the original grade of the coin when he evaluates the coin, and is the coin cracked out of the slab and graded as-if raw?

    Regrades are automatically cracked out before they go to the graders. The graders examine the coin raw and have no clue as to the original grade. That way, they remain unbiased and the coin gets a fresh look.
