Am I mistaken that other than maybe the top and bottom "panels" on each tattoo sheet that the 2 issues are identical and that there is no way to dofferentiate them?
If so, shouldnt PSA categorize them as a single issue or at least the panels where there is no way to tell the difference between TOpps and OPC?

At least some of them have the copyright that differentiates -- but PSA certainly is not the bastion of consistency with issues like this...
