Are 36 S's known for being weakly struck? There's some weakness in the feathers, particularly mid-wing. Also the hair on the obverse shows some weak spots. Any chance it was construed as wear? I'll go with a clueless 63.
Considering some of the crap that I've seen in from the Omaha Bank Hoard in MS66 holders, I'd say that one looks pretty good. But since it's a 36S which is a semi-key I'll say 63 or 64.
