1961 Franklin Double Die Error Question

I'm looking through my pile of Franklin Proof sets and am wondering:

1) Will the double die error on be present on the REV only?

2) Will it always be most noticeable on the "E Plurabis Unum"?

When you see the 61 DDR you will know it. The E Plurabis Unum is clearly doubled.

True cameo's in this Double Die proof have a Pop of just 6 known.
