PCGS Dealer Price Quote on Certifying GW Smooth Edge Dollars

I received the following quote from a PCGS dealer for certifying GW Smooth Edge Dollars: $17 each, versus $40 each per PCGS web site.
Which is correct, and if the $40 is correct, what recourse do I have against the PCGS dealer, if any?
BTW, I have the $17 quote in writing via email.

None. Why in the world would you think you do? The dealer probably quoted you a bulk rate or his personal rate with PCGS. Even if it
doesn't happen, so what?

I agree. PCGS has quoted numerous prices on these coins, and always have told me that the price may change.
If it ain't about the money lord knows i've gone insane
