Creating New Sets

Does anybody now why it takes Set Registry so long to make sets. Does there have to be so many coins graded before they make a new set? They keep making more U.S. sets and no World Sets.

    My guess would be the number of collectors, not the number of coins graded.
    Not much competition if there are only 3 members competing per set.
    Again, just a guess.
