    I just had a seller set up an auction for unopened material (some 74 and 76 BB wax packs, and 77-78 basketball packs) but I wanted him to set up a BIN auction so I had recourse in case the packs were reseals. Could be something like this where the buyer needs some kind of recourse. Buyer is only protected from fraudulent items if they are listed in an ebay auction. Otherwise, the only thing paypal covers is whether the shipment arrives or not.
