Second Chance offer- guy being difficult?

I'm not sure what this guy's afraid of, but here's the story: I sold a PSA 9 card on ebay for $44. I happen to have a second one in PSA 9, and offer to sell it to the next highest bidder at $43. He emails asking for a picture of the 2nd one which I send. He wants the card, but I don't think he wants to use the 2nd chance offer because the pic is not of the exact card I'll be sending. I'm not sure what he's worried about but if I'm going to go through the trouble of relisting the item and paying the fees, I'd rather just let it go to the highest bidder and hope I get a better price (I got $63 for the same card a few months ago). Clearly I have the card, have good feedback, and he wants the card at that price. Why is he acting all wierd?

I've had mixed results with second chance offers. You're bound to run into problems with a more uptight buyer, especially when it comes to graded cards, as all PSA 9s are not created equal.
Collecting 1970s Topps baseball wax, rack and cello packs, as well as PCGS graded Half Cents, Large Cents, Two Cent pieces and Three Cent Silver pieces.

That is weird. Not sure why he'd need the photo in the auction to be changed for a "second chance" offer anyway, esp. for a graded card. There can only be one graded card with that same serial number anyway. Might be best for you to just ignore him and move on and relist.

Tell him to write the PSA Cert # into the PayPal memo section.
Tell him you cannot change the picture, and you are not going
to relist the card at the present time.
If that fails, move on.
PS: If you relist the card, I would block the bidder, if he acts poorly.
Many buyers who appear "unreasonably cautious" are experienced
at being bad-buyers.

I bid on this item by mistake. I clicked on graded rookies and this card popped up and I thought that I was getting a great deal, but once I submitted my bid I looked to find that it really wasn't his rookie card, but just a card from his rookie year. It was an honest mistake based on it being listed under rookie cards. Don't know if we can resolve this, but I couldn't retract my bid after I realized the mess up.
this dude didnt read a title or anything.. it was a PSA graded multi-player leaders card, didnt say anything about rookie card, had a big scan, exact description and everything.. sure, i accidently listed it under sportscards&mem>cards>sport>rookies>graded but still.. that shouldnt be an excuse him being illiterate and blind.. if i'd listed it under the midget porn category, the title and scan/description were still exactly correct..

I completely understand why he would want to see the scan of the 2nd chance card, but I'm not sure why he needs that card to be pictured in the Second Chance Offer as ebay will not let you change the picture once the auction has ended.
