Why do Rim nicks keep PCGS from slabing coins?

It seems to me that nicks could happen in many ways. Do all rim nicks mean the coin has been tampered with??

    No.

    They allow minor rim nicks at all grade levels, but especially lower circulated grades. Of course, only experience will give you a feel for what "minor" is.
    When in doubt, don't.
