Well, some qualifiers like MK, will go on any graded card, even a 1.
I think MC you will sometimes see on low grade cards as well, when it is greater than 100/0

I once read here that the ST qualifier was for wax stained cards only, not cards stained by water or whatever. I could be wrong but that is what i was told.
That card's fine for a 3 NQ. At the lower end of the scale, the stated standards allow for the kind of flaws (e.g. stains) that will get an otherwise nicer card a qualifier. Besides the aforementioned MK, one doesn't see a lot of qualifiers on lower-grade cards..

That is what I was wondering if it was part of the standards for lower graded cards.
