Does PayPal offer any buyer protection...

on a non-ebay transaction? Say if I agree to buy something, pay with PayPAl and it is no good. Do I have any leverage?

    as long as you pay with credit card thru paypal, you are still protected via the cc.

    I believe paypal without ebay may help with an item not received at all but aren't going to help if there is a problem with the item such as broken or fake or searched packs of baseball cards.

    if you file a charge with your credit card you would be filing the dispute against paypal and not the seller.

    Expect little or no help from Paypal/Ebay, despite their little logo claiming you're protected....yada yada yada. Customer service is not high on their list - it's not like you can CALL and talk to someone, can you?

    Deal with your credit card company directly.
