OK guys - I need your help again!

Most of you saw the 1955 Bowman unopened pack that I sold on Ebay. It ended at $300. See link.

Well, I get home Sunday night and see where the buyer has filed a claim w/ Paypal saying that he has not received the pack (a little quick I might add). He didn't even email me. He just filed a claim. Sunday was March 5th. I shipped it on Feb 27th with delivery confirmation and insurance.

NOW, HE IS NO LONGER A REGISTERED USER OF EBAY!!!!!!!!!!!

Paypal has my $300 locked up. I posted my delivery confirmation number in the Paypal dispute. WHAT CAN I DO NOW?

    If you can prove it got there, you should be ok. He probably needed money so he gave the Paypal refund thing a shot.

    If you gave them the delivery confirmation number all you can do is wait and see. stay in contact with paypal. they deal with these types all the time and everything should work out. Sorry, it sucks when that happens.

    Once the money is in your paypal acct it is wise to take it out and put it in a checking acct. via the transfer thingy, If you leave it in paypal can mess with it.

    As long as you have Signature Confirmation, you will win the dispute.

    All items over $250.00 require SC, to qualify for PP seller-protection.

    If you do not have SC, you will likely lose the scamster's claim.

    NEVER keep any money in a PayPal account. Move it out as soon
    as it arrives. It is much easier to convince PP that you have been
    scammed when they are NOT holding your money.

    $300 = signature confirmation is required. If you only did delivery confirmation you might be screwed. They require a sig on anything over $250.

    Edited to add - it "might" be possible for me to get online proof of a sig if it comes to that, as long as you insured it for more than $50 and he signed for that. I might be able to get a copy of the sig or at least get a name that signed for it if I pull a couple strings at work. No promises and I hope it doesn't come to that!

    I got delivery confirmation with insurance. Insurance requires a signature. Doesn't that count? I always ask for a check when withdrawing and withdraw rather quickly.

    I just checked and it shows it was delivered this morning. The dispute is still open. Will Paypal close the dispute once they know it's been delivered? The tracking number is linked, so will they know automatically?

    Not when PP decides to strictly construe their Seller-Protection terms.

    If there is an online signature notation for an insured item,
    PP may accept it. I doubt it; but, they might.

    BUT, if the scamster has been NARUd, you probably have an
    advantage on the credibility front.

    The minute that money comes into PP, it needs to be swept out.
    Either get their debit-card, or link a checking account that can
    receive transfers.

    Does it say anything about being signed for?

    I would resend the DC info to PP, and NOT mention the
    signature issue.

  • insurance requires delivery confirmation, not signature confirmation. for an item like this, and with your recent run of bad luck, you should add the $1.35 and get e-signature confirmation.

    go to the PO and tell them you need a copy of their signature signing for the item on the orange notification slip which they should have signed when receiving the package. it may take a few days for the PO to obtain. in the meantime provide paypal the d/c number and ask them if you can fax the signed item when received from the PO. in my experience they have accepted this info as proof of delivery.

    No, I did not get signature conf. I did not realize you had to. I only got del conf with insurance.

    How do I get into contact with Paypal directly (besides the dispute console)

    sign on to paypal and you can get an 800 number...i think under help area.

    you did not get sig. confirmation but they have to sign for the insurance (over $50 which yours was)....try to get a copy of that from the po. i think you'll be okay as long as you can provide that.

    On the Paypal site it says -

    For items with a value of $250.00 USD or more, in addition to proof of delivery, you should provide proof of signature from the recipient. This proves that the item was delivered to the buyer. Many carrier companies offer these proof of delivery services.

    Why doesn't an insurance signature (along with del conf) count for proof of delivery?

    You can call them on the phone.

    But, I would not call until some form of signature is in your hand.
    If he signed for the insured item, the PO will find that for you, if
    you request it.

    That signature is NOT the one that provides Seller-Protection
    through PayPal. They may accept it, if the guy is a known scamster.

    Always use Signature Confirmation on anything over $250.00.
    That is the online document that PP relies on to defend sellers;
    it shows the signer's name and the time of receipt.

    Good grief! I guess the next thing that Paypal will make sellers do is to video tape the packaging and the delivery to the Post Office and then make us upload it to youtube for verification! Geez! It seems as though the scammers get all of the breaks! All I want is my money back.

  • you won't get a signature if all you purchased was delivery confirmation. all that means is that the postal worker scans the bar code when he puts it in your mailbox. no signature is required. I do not believe anyone has to sign for an item, even if it is insured up to $500, unless you purchase the additional signature confirmation.

    over $50 and signature is required on insurance. unless the mailman messed up their should be a signature. just go to the PO in person and have them track down the signature. that is the only way you can provide the signature at this point.

    It would actually be a SMART BUSINESS MOVE to merge signature confirmation and insurance in terms of online proof. I often do not waste the $2.30 on the $100 insurance fee if I'm paying the $1.35 (online) signature confirmation fee. I have FAR more protection as a seller with the signature confirmation than the insurance.

    If USPS merged it, they would (in my estimation) make a substantially larger profit on the AVERAGE eBay shipment totaling more than $250, because people would be forced to pay for insurance and have the signature proof...

    Just my thoughts.

    Are you saying that Paypal can get into a linked account without one's permission?

    one last time.....Mark - you do have to sign for insurance over $50. I did not say this was the same as signature confirmation. I was saying they had to sign for the package and the seller could obtain a copy of this by going to to the PO and requesting it.

    At my post office they use the blue insurance thingy now for all insurance. the green card one is not used anymore.

    lady at the PO said it has been going on for a few months but not all PO personnal are aware of it.
